If you can't find where the hell is Turn Off Computer option in Windows XP Start Menu, this may be caused by group policy restriction in Windows Registry.
To restore it bak to normal, following insctruction (for stand alone system).
- Click Start -> Run, then type "regedit" (witout quotes) in the dialog box.
- This will open the Registry Editor (Regedit). Go to
HKEY_CURRENT_USER \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ Explorer. - In the right column, you'll see NoClose value. Set the value to "0" (zero).
- And then do the same thing to this location:
HKEY_LOCAL_MACHINE \ Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ Explorer
